Анотация: The moral and ethical peculiarities of regulation of civil servants' activity in Ukraine have been studied. It is established that they differ significantly from the European and Asian ones, so it is possible only to apply certain elements of managerial models of these regions. On the basis of Blake - Mouton's management style grid the most effective management style (organizer) of civil servants and the established dominant management style (manipulator) in domestic government agencies have been determined, which accordingly affects the efficiency of government agencies as a whole. In order to improve the efficiency of active employees, it is proposed to pay special attention to the observance of business culture by employees of all levels.
